I live in Arizona where the sun shines every day. Unfortunately that means I need to load up on the sun screen since I have a family history of skin cancer. I recently read that a chemical peel may be effective in removing pre-cancerous cells. Is this true?

A chemical peel, some laser treatment and a laser topical application process called photodynamic therapy all can be used to remove pre-cancerous cells. Unfortunately periodic ongoing treatments will be required because of the sun damage that occurred decades before. Sunscreen use from early childhood is always the best approach.
